Hi man, you need to execute by command prompt.
For example, you extract the file and renamen the folder to tagocore and leave it in downloads. Afterwards, you have to open the command prompt and go to the folder path like cd C:/Users/Downloads/tagocore and run the command: tagocore start
If any application is running on port 8888 it will not work, then, run the command tagocore start --port 8889
